LexisNexis Calls for Identity Fraud Task Force at United Nations
Senior Vice President of Risk Solutions Chris Jones Addresses Dignitaries and Global Business Leaders; New White Paper Issued in Conjunction with Speech

NEW YORK, NY, February 27, 2002 - Chris Jones, senior vice president of Risk Solutions for LexisNexis, today will address an international community at the Global E-commerce and E-government Conference being held at the United Nations. Jones will speak on the subject of growing global identity fraud as it contributes to terrorism. He will call for a global task force to combat identity fraud, urging the United Nations to facilitate the effort. His speech is based on a white paper, also issued today by LexisNexis, that proposes a solution to identity fraud.

Jones will address an international audience comprised of UN Ambassadors, government officials, and global business leaders at the second day of the conference, devoted to e-security. In the speech, Jones says “Our challenge – the challenge I pose to you today – is to make it impossible for would-be terrorists to gain funds, access and other resources that they need to carry out their horrific missions.”

“Identity Fraud: the Underlying Dilemma of Growing Global Terrorism,” will identify the characteristics of identity fraud and highlight some of the problems it poses. Jones will then illustrate where the global community stands in combating identity fraud and suggest actions that should be taken to solve the problems it poses.

“It is clear that identity fraud is truly a global issue, making the United Nations the perfect place to launch an initiative to combat it,” said Jones. “Identity fraud is at the root of many larger crimes including the unconscionable acts of terrorism,” he continued. “Therefore it is imperative that the global community take action as quickly as possible to thwart the use of identity fraud before its use proliferates further.”

Norman A. Willox Jr., Chief Officer for Privacy, Industry and Regulatory Affairs, will also participate at the conference, appearing on a panel to discuss physical and cyber security threats and disaster management. Mr. Willox is also chairman of the National Fraud Center, Inc., and is an expert on identity fraud prevention and investigation.

New White Paper Released

LexisNexis will also release a new white paper today, entitled “Identity Fraud: Providing a Solution.” The White Paper is co-authored by Willox and Thomas M. Regan, Esquire. Mr. Regan is a member of the law firm Cozen O’Connor and is Chairman of the Privacy Law & Regulation Department. The White Paper is the third in a series of articles on identity fraud and proposes a knowledge-based solution, referred to as authentication, for the beginning phase of the identity-verification process. Further, it proposes creating a task force to determine the appropriate means of identification, dependent on the circumstances in which the identification takes place.
