SIOUX FALLS, S.D. - A consumer has failed to show that a bank violated provisions of the Fair Credit Reporting Act (FCRA) with regard to a debt the bank reported on the consumer's credit report because the consumer does not have a private right of action under the FCRA and has not shown that he actually owed a debt, a federal judge in South Dakota ruled Nov. 9 (Ricky Evans v.
