SANTA ANA, Calif. - A borrower has failed to show that his lender is either a debt collector or a consumer reporting agency, and, as a result, dismissal of his Fair Debt Collection Practices Act (FDCPA) and Fair Credit Reporting Act (FCRA) claims is proper, a federal judge in California ruled Nov. 1 (Richard Bauarschi v.
