NEW YORK - A federal bankruptcy judge in New York on Dec. 9 ruled that Morgan Stanley Investment Management Inc. and a pair of bond managers cannot make customer claims in the Lehman Brothers Inc. bankruptcy case because "to-be-announced" (TBA) contracts do not qualify as customer claims (In re: Lehman Brothers Inc., No. 08-01420, S.D.
