HARTFORD, Conn. - A real estate developer's allegations that a city engaged in a bribery scheme did not sufficiently allege an adverse effect of competition to constitute a restraint of trade within the meaning of state antitrust laws, the Connecticut Supreme Court ruled Dec. 13 (Bridgeport Harbour Place I, LLC v.
