Judge Criticizes SEC For Emergency Stay Filing In 2nd Circuit Behind His Back

NEW YORK - A federal judge in New York on Dec. 29 issued a supplemental order criticizing the Securities and Exchange Commission's filing of and receiving an emergency stay of proceedings in a lawsuit against Citigroup Global Markets Inc. by the Second Circuit U.S. Court of Appeals without making the judge aware of this before filing the motion (U.S. Securities and Exchange Commission v.
