NEW YORK - The Second Circuit U.S. Court of Appeals on Dec. 23 affirmed a federal judge's decision dismissing a plaintiff's state law tort claims against JP Morgan Chase Bank, agreeing that the Fair Credit Reporting Act preempts those claims (Sean Stewart Macpherson v.
