RICHMOND, Va. - In a Dec. 15 unpublished opinion, the Fourth Circuit U.S. Court of Appeals affirmed a federal judge's ruling awarding summary judgment to the U.S. government in its request to collect a defendant's student loans, dismissing the defendant's arguments that she had satisfied the debts (United States of America v.
