FORT LAUDERDALE, Fla. - A debt collector is not entitled to summary judgment on claims by a consumer that it violated the Fair Debt Collection Practices Act (FDCPA) by attempting to collect on a credit card debt without first registering as a debt collector with the proper state regulatory body, a federal judge in Florida ruled Jan. 20 (Lynne M.
