RICHMOND, Va. - A federal district court erred in dismissing a consumer's Fair Debt Collection Practices Act (FDCPA) claims because she properly showed that a law firm and one of its attorneys "knowingly" violated the act and was not required to show that they "willfully" violated it, a Fourth Circuit U.S. Court of Appeals panel ruled Jan. 11 (Margaret G.
