Elliot Cohen & Robert Carmen

Elliot Cohen is a partner at Troutman Sanders LLP in its New York office. He received his B.A. degree from Brandeis University in 1969 and his J.D. degree from New York University in 1973. Mr. Cohen’s litigation practice has focused on the areas of securities law litigation, international litigation, accountants’ and attorneys’ liability defense, and securities arbitration. He has extensive experience in all phases of litigation, including trials, appeals, arbitrations and other alternative dispute mechanisms, as well as the representation of clients before government and self-regulatory agencies.
 
Robert M. Carmen is Of Counsel at Troutman Sanders LLP in its New York office. He received his B.A. degree from Tufts University in 1974 and his J.D. degree from Boston College in 1978. During his career, Mr. Carmen has developed concentrations in the areas of securities law litigation, shareholder class action suits, and the defense of accountants and other professionals in complex malpractice actions. In addition to handling matters before federal and state courts and arbitration tribunals on a nationwide basis, Mr. Carmen has represented numerous clients in proceedings and investigations commenced by government and self-regulatory agencies.
 
Mr. Cohen and Mr. Carmen have lectured extensively on securities fraud, accountants’ liability and government investigations and are co-authors of two treatise chapters addressing the federal securities laws (published by Matthew Bender/LexisNexis): (1) Accountants’ Liability Under the Federal Securities Laws, Chapter 5A in Federal Securities Exchange Act of 1934, Vol. 1 and (2) Insider Reporting and Short-Swing Trading, Chapter 8 in Federal Securities Exchange Act of 1934, Vol. 2.
