Federal Judge: Medicaid Beneficiaries Can't Sue As 3rd Parties To State Contract

INDIANAPOLIS A federal judge in Indiana on Feb. 21 held that Medicaid beneficiaries are not third-party beneficiaries to a contract between IBM Corp. and the state's Family and Social Services Administration to manage the state's Medicaid-benefits eligibility process (James Bowman, et al. v.
