NEW ORLEANS - The Fifth Circuit U.S. Court of Appeals on June 15 affirmed the dismissal of a rate-setting dispute between a community mental health center and the U.S. Department of Health and Human Services (DHHS) and its secretary, Kathleen Sebelius (Paladin Community Mental Health Center, et al., v.
