EAST ST. LOUIS, Ill. - An Illinois federal judge on Dec. 14 denied a motion for preliminary injunction in a case brought by the owners of a secular, for-profit construction business who are seeking to stop the implementation of a "contraception mandate" contained in the Patient Protection and Affordable Care Act (PPACA) (Cyril B.
