DALLAS - An insurer failed to establish that an umpire's appraisal decision over a church's claims related to storm damage was binding and estopped contractual and extracontractual claims against the insurer, a Texas federal judge ruled Feb. 11, denying summary judgment to the insurer (Church on the Rock North v.
