NEW ORLEANS - A Louisiana federal judge entered final judgment against an insured on Feb. 8, one day after finding that there is no genuine issue of material fact as to whether the insured failed to submit a complete proof of loss within 60 days of his alleged flood loss caused by Tropical Storm Lee (Reaney Berger v.
