LOS ANGELES - Dismissal of a consumer lawsuit alleging that Californians get shortchanged on gasoline because it is pumped at higher average temperatures in the state was reversed Jan. 27 by the Second District California Court of Appeal (Allen Ray Klein, et al. v.
