ANDERSON, S.C. - A South Carolina federal judge on Jan. 25 granted defense motions for dismissal and summary judgment in a case seeking to determine who was responsible for paying medical claims of a now-deceased man, saying that the plaintiff's claims were preempted by federal statutes (Betty H.
