WASHINGTON, D.C. - The Federal Trade Commission announced Jan. 30 that a debt collection agency had agreed to pay a $ 2.5 million civil penalty to settle claims that it made a host of misrepresentations to debtors in the process of collecting old debts from individual debtors (Federal Trade Commission v.
