7th Circuit: Car Owners In Accidents Are Exempt From Paying Response Costs

CHICAGO - A Seventh Circuit U.S. Court of Appeals panel on Feb. 2 affirmed that owners of personal motor vehicles cannot be expected to pay for response costs resulting from accidents because they fall under the "consumer product in consumer use" exception in the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) (Emergency Services Billing Corporation Inc. v.
