2nd Circuit Panel Rules That Consumer's Social Security Act Claim Is Time-Barred

NEW YORK A federal judge in New York did not err in dismissing a consumer's lawsuit against his bank and a debt collector for freezing his bank accounts and using funds from those accounts to pay on a debt because the consumer's Social Security Act claim was time-barred, a Second Circuit U.S. Court of Appeals panel ruled Feb. 28 in a summary order (Robert A. Spira v. J.P. Morgan Chase & Co., et al., No. 10-4590, 2nd Cir.).
