SALT LAKE CITY - A Utah federal judge on Feb. 5 refused to certify an insured's question to the state's high court regarding whether allegations of faulty workmanship in construction defect lawsuits constitute an "occurrence" under comprehensive general liability insurance policies and umbrella policies (The Cincinnati Insurance Co. v.
