CHICAGO - A federal judge erred when he dismissed a petition to review a decision by the National Railroad Adjustment Board in a case concerning the firing of a railroad engineer, the Seventh Circuit U.S. Court of Appeals ruled Feb. 13 (Brotherhood of Locomotive Engineers and Trainmen v.
