MONTHLY Flat Fee question

Good day. Our firm has a client that is pushing for a specific rate per month regardless of timekeepers rate or hours. They'll pay (as an example) $5,000/month for all work done, regardless if we would have billed $50,000 or $5.00. We're having a problem allocating the payment to the timekeepers, though. On those months when the flat fee is more than the actual billed amounts, the attorneys that month are getting credit for work they technically didn't do because we have to write up those months. Any thoughts on a way to handle flat fee arrangements? Thanks!
