I am looking for the manner in which one would bill by phases. For example, if I charge a certain amount (flat) until a certain point in the proceedings (i.e. to pre-trial), another flat amount for the next phase (after pre-trial and up to trial), and another flat amount (trial) for the next phase, is there a way to bill and track this? I have set up phases with a budgeted amount but I am not able to create a bill which would show this.

In the bill profile, there is an option to summarize by phase. If you want to bill a flat amount you would either:
(1) setup a flat fee billing item for each phase, in which case you would probably mark your individual entries as no charge
(2) set a flat fee for the phase in the fee arrangement. When that is billed mark it complete and start a new flat fee for the next phase.
