If this user goes to another workstation, will the login save? Did you try changing the password? Does it have any unusual characters? Is the default staff for the user deactivated? Was there an issue during the installation? Was it installed with admin windows login? Is there more than one version of TM installed? It could be an issue with the property

Try running Time Matters 'As Admin'. Do the workstation setup and uncheck Outlook. Then go back and let it remain checked. Do you get any messages? Also, if user is in Win7, disable the User Account Controls until the link is working.

Does this happen for all users, no matter who posts the bills? I would try running the program as 'administrator'; if you right-click the program icon you should get an option to 'run as' or 'run as administrator'. See if that higher level windows user can create the bills folders. Also, test the training mode, and see if posted

Sounds like your bills are not being posted. Unposted bills will temporarily put a pdf file in the 'review' folder. From Time Matters, select from the top menu option Billing, then select Post or Undo Bills. See if you don't have a list of bills waiting to be posted that corresponds to the pdf's in the 'review' folder.
