Brian W. Toman is a partner in Reed Smith LLP's San Francisco office. His practice focuses on state and local tax controversies. Prior to entering private practice, Mr. Toman had held the position of Chief Counsel of the California Franchise Tax Board (FTB). As Chief Counsel of the FTB, Mr. Toman had personal oversight responsibility for FTB’s litigation cases, which concerned some of the most complex and sensitive state corporate income tax and personal income tax cases in the nation. He is recognized nationally as a leading authority on the unitary concept and formula apportionment. Mr. Toman has functioned as the lead attorney, in both public service and private practice, in settling some of the largest and most complex cases in California concerning corporate income tax and personal income tax.
He has been a keynote and panel speaker on state income taxation of corporations and individuals before such groups as the American Bar Association Section of Taxation, Georgetown University State and Local Tax Institute, the Tax Executives Institute, the California Manufacturers' and Technology Association, the Council on State Taxation, the California Tax Policy Conference, the California CPA Society, and the California Taxpayers' Association.
Mr. Toman is the past Chair of the Executive Committee of the Taxation Section of the California Bar. He graduated from the University of Southern California and received his law degree from the University of West Los Angeles.
