Prof. William H. Byrnes, IV, has been a commissioned author and editor of 14 top-selling books and treatises and 19 substantial chapters and is the revising co-author of the Matthew Bender publications: Tax and Trade Briefs, Tax Havens of the World, as well as the Treaty Withholding Guide.  Professionally, William Byrnes was a Senior Manager, then Associate Director of international tax for Coopers and Lybrand, and practiced in Southern Africa, Western Europe, South East Asia, and the Caribbean.  Academically, William Byrnes pioneered online legal education in 1995, thereafter creating the first online LL.M. offered by an ABA accredited law school.  Before advancing to Associate Dean at Thomas Jefferson School of Law in San Diego, he was a tenured professor of law living in Miami.
