SEC did not grossly abuse discretion in determining that lifetime bar under 15 U.S.C.S. §§ 78o(b), 80b-3 precluding financial planner's association with broker, dealer, or investment advisor was necessary to serve public interest; full evidentiary hearing was not required prior to granting Division of Enforcement's motion for summary disposition.
