Where a suit challenging the merger of two national securities associations was dismissed for failure to exhaust administrative remedies, but where the administrative remedies were exhausted in a separate action, an appeal of the dismissal was itself dismissed as moot, without prejudice to the pursuit of other issues before the district court.
