I am running for Delaware Insurance Commissioner to set a higher standard – a higher standard in ethics and a higher standard in performance. Let me explain. The primary responsibility of the Insurance Commissioner is to make sure that the claims of policyholders are paid in full and on time. Therefore, I do not accept campaign contributions from insurance companies, insurance company PACs and from companies that have contracts with the insurance department. To do so would be a conflict of interest with all Delawareans. I have authored proposed legislation that addresses these issues called The Insurance Consumer Protection Act. My priorities as insurance commissioner include: Cost Containment The most immediate and direct policies and initiatives include: • The introduction of a smart card that includes all of your medical records, • The introduction of “Preventive Care/Medicine” initiatives • Increase the authority of the Delaware Medical Society, hospitals, consumers and physicians on both the Delaware Health Commission and Delaware’s Health Information Network. • Introduce the Electronic Health Initiative. The Uninsured • The Single Payer Health Care Program for Delaware. • Delaware’s citizens who do not qualify for Delaware’s Medicaid System to buy into Delaware’s Medicaid system. • To implement a “Delaware High Risk Pool.” • To increase the age of children eligible to be covered by their parents’ policy from 24 to 29. Healthcare Providers • To add a billing component to the Delaware Health Insurance Network (DHIN). • To have DHIN electronically receive approval for all tests and procedures in real time. Seniors • I drafted legislation that is now law that covers the “donut-hole” for senior citizens and persons with disabilities who qualify in the Delaware Prescription Assistance Program. • To expand the Delaware Prescription Assistance Program that would cover seniors and disabled persons with higher incomes. • To insure seniors on Medicare Parts A and B who don’t qualify, to pay a premium to be part of Delaware’s Medicaid Program for their co-pays and supplemental coverage. • To require a special test, defensive driving and one’s driving record as a guide to base automobile insurance premiums on, not age. Children • To enact legislation I drafted to increase Delaware’s Children’s Health Insurance Program (SCHIP) to cover children of families with incomes up from 200 percent to 250 percent of the Federal Poverty Level. • To push for a school psychologist in every school. • To insure all young people receive driver education course(s) and can pass a rigorous examination before being granted a license.
