Judge: Virginia Sanitation Department Should Pay For Violating Consent Decree

NORFOLK, Va. - A federal judge in Virginia on April 2 held that the Hampton Roads Sanitation Department (HRSD) should pay stipulated penalties for 10 sanitary sewage discharges (SSDs) in 2010 that violated the terms of a consent decree the department entered into with the U.S. government and State of Virginia because the discharges were not caused by events outside its control (United States of America, et al. v. Hampton Roads Sanitation Department,  No. 09-cv-481, E.D. Va.; 2012 U.S. Dist. LEXIS 46984).
