WASHINGTON, D.C. - The U.S. Court of Appeals for Veterans Claims on April 2 reversed and remanded an appeal of a Board of Veterans' Appeals decision denying increased benefits for bilateral hearing loss and arthritis of the cervical spine, finding that the appeals board did not provide an adequate statement as to why the board denied increased and new benefits to the plaintiff, an Army veteran (Alvin L.
