DETROIT - The bankrupt City of Detroit on Oct. 1 filed a brief in the U.S. Bankruptcy Court for the Eastern District of Michigan, arguing that the Michigan Council 25 of the American Federation of State, County and Municipal Employees (AFSCME) should not be granted relief from the automatic stay to pursue litigation that would revive a pension payment practice referred to as the "13th Check Program" (In Re: City of Detroit, No. 13-53846, Chapter 9, E.D. Mich. Bkcy.).
