Hughes was born in Newark, New Jersey. She received her undergraduate degree from Seton Hall University in South Orange,
NJ (B.A., 1977) and her law degree from Seton Hall Law School
in Newark, NJ (J.D., 1980). She was admitted to the New Jersey bar in 1981.
Ms. Hughes has been a Lexis Federal Tax Analyst
for the past five years. Before joining
LexisNexis, she was a legal editor in federal and state & local tax for
Prentice-Hall, Warren Gorham and Lamont, and Research Institute of America
(RIA) for 22 years. Previous experience
includes a clerkship in criminal court in Hudson
County, NJ, and work
for Essex Newark Legal Services in the areas of domestic relations and
