Tobacco excise taxes increased significantly on April 1, 2009. For example, the rate of tax on cigars (that weigh not more than three pounds per thousand) removed after March 31, 2009, has jumped from the previous rate of $1.828 cents per thousand cigars to $50.33 cents per thousand cigars. The rate of tax on large cigarettes has increased from $40.95 per thousand to $105.69 per thousand.  A floor stocks tax also applies to tobacco products and cigarette papers and tubes removed before April 1, 2009 and held for sale.
