The Brill Plan: Bold, Brilliant, and Second Best

Alex Brill, an economist with the American Enterprise Institute in Washington DC, recently released a new tax reform plan. The stated objectives of his six-part plan are to lessen the harmful distortions of the current tax system while promoting economic growth. These are worthy goals. Brill adds that his plan would be revenue neutral -- not adding a single dime to our budget deficit -- while retaining the progressive elements of current tax law.

Each of these ideas has significant merit. Taken as a whole, the package would be a wonderful improvement over current law. I'd be perfectly content to see Congress enact such legislation tomorrow and for the President to sign it into law with immediate effect. That's unlikely to happen because a few of Brill's ideas threaten the entrenched special interests that dominate Capitol Hill...
