PHILADELPHIA - The use of the phrase "personal privacy" in the Freedom of Information Act's Exemption 7(C) encompasses corporations, the Third Circuit U.S. Court of Appeals ruled Sept. 22, remanding a suit brought by AT&T Inc. against the Federal Communications Commission over the disclosure of documents obtained during an investigation (AT&T Inc. v.
