    Author John H. Reese is a Professor of Law at the University of Denver, where he teaches Administrative Law and Constitutional Law. Professor Reese has served as editor of the Administrative Law Review (Section of Administrative Law and Regulatory Practice, American Bar Association), and he presently serves as a Faculty Member for the National Judicial College in Reno, Nevada.
