    Fine, Frank L.


    Frank L. Fine has been practicing EC law in Brussels since 1986. He is currently Director of EC Competition Law Advocates in Brussels. He was a partner of DLA, a leading London firm of solicitors, based in the firm's Brussels office. He specializes in EC and UK competition law. His practice involves notifications and investigations before the European Commission and national authorities throughout Eastern and Western Europe. Mr. Fine as counsel for NDC was responsible for persuading the Commission to make the landmark decision in NDC/IMS, which resulted in the compulsory licensing of a database, and is presently managing the appeal of the decision to the EU Court of First Instance on behalf of the principal complainant, NDC. Mr. Fine is a member of the California and D.C. Bars, as well as a member of the Law Society. He obtained his J.D. in 1982 from Loyola Law School of Los Angeles, where he served as Editor-in-Chief of the Loyola International & Comparative Law Journal. In 1986, he received an LL.M.degree with honors from the University of Cambridge, where he studies EU, comparative and civil law. In 1995, Mr. Fine was awarded a Ph.D. by the University of Cambridge for his work in the field of EC competition law. His works have been widely published.
