    Franklin D. Cleckley is Arthur B. Hodges Professor of Law, West Virginia University. He was a drafter of both the West Virginia Rules of Evidence and the West Virginia Rules of Criminal Procedure. Professor Cleckley received his J.D. from Indiana University and his LL.M. from Harvard University.
