    The Consumer Financial Protection Bureau has begun the process of issuing new rules to govern the multi-billion dollar market in "general purpose reloadable card" ("GPR card"). Both depository institutions and non-depository institutions have entered this market. GPR cards are subject to relatively little federal regulation compared to bank checks or electronic fund transfers. The CFPB's findings on GPR cards are discussed.

     

    Erik Gerding is Associate Professor at the University of Colorado Law School, where he teaches Banking Law, Securities Regulation, and Corporate Finance. His research interests include securities, banking law, financial regulation generally, and corporate governance. Since 2003 he has been working on projects involving securities and corporate law during asset price bubbles, financial crises, and periods of market volatility. His current writing and teaching focus on aspects of the global financial crisis.
