    The Seventh Edition of State and Local Government in a Federal System continues the tradition of comprehensive coverage, providing teachers with choices that are suitable to either two- or three-unit courses with emphasis on local or state government. The chapter on government powers now includes a new principal case on home rule and many contemporary problems. Coverage of alternative models for local government has been significantly revised in light of the growing importance of political fragmentation, regional governance, citizen participation, privatization, and intergovernmental conflicts. The chapter on public finance is even more important in an era of substantial public fiscal constraints and has been updated coverage addresses recent trends. The chapter on public employees continues to include unique coverage of public records and open meetings laws and lawyers' ethical obligations. It has also been updated and streamlined in light of recent case law developments relating to constitutional rights of public employees and introduces core concepts relating to collective bargaining in the public sector. The chapter on federalism includes a new introductory problem relating to health care reform.

    Additionally, the casebook has been carefully edited and improved with an eye to enhancing teachability. Each chapter includes one or more “problems” to illustrate the application of key principles. Principal cases that have been particularly effective in the past have been retained, while newer cases have been added to enhance student engagement. Similarly, supplemental notes and questions have been pruned and updated. And more detailed supplemental material is treated in a number of extended “Notes on” key topics, providing professors with nuanced options in coverage.

    The comprehensive Teacher's Manual (available only to professors) has also been updated and includes discussion of principal cases as well as answers to problems and questions posed in Notes. In addition, faculty will find up-to-date support (including problems, cases, and more) available on the website maintained by co-author, Judith Wegner. The Coursebook Support Community Website for State and Local Government in a Federal System is being maintained by one of the book authors, Professor Judith Wegner (judith_wegner@unc.edu) and will be updated on a continuing basis to provide updated information including new cases and statutes, links to charters, and other research sources, problems, and presentations useful to those teaching in this field.

    Daniel R. Mandelker


    Daniel R. Mandelker is the Howard A. Stamper Professor of Law at the Washington University in St. Louis Law School. He is a leading scholar in land use, environmental law and state and local government law, and has authored and co-authored texts on all three subjects. He is a member of the College of Fellows of the American Institute of Certified Planners, and is the past recipient of the ABA Section on State and Local Government's Daniel J. Curtin Distinguished Lifetime Achievement Award.

    Dawn Clark Netsch


    Dawn Clark Netsch is a Professor of Law Emerita at the Northwestern University School of Law, where she has been a faculty member since 1965. She previously practiced at Covington & Burling in Washington, D.C. as well as working on the 1952 presidential campaign of Adlai Stevenson and serving on the staff of Illinois Governor Otto Kerner. She served in the Illinois State Senate for 18 years, was elected Illinois Comptroller in 1990, and ran for Governor of Illinois in 1994. She teaches State and Local Government and is a prolific scholar and writer on the subject.

    Peter W. Salsich, Jr.


    Peter W. Salsich, Jr. is the McDonnell Professor of Justice in American Society at Saint Louis University School of Law, where he joined the faculty in 1969 after two years with the Missouri Office of State and Regional Planning, a year in private practice and a year as a staff attorney with the Legal Aid Society of St. Louis (now Legal Services of Eastern Missouri (LSEM)). He is the former chair of the American Bar Association's (ABA) Commission on Homelessness and Poverty, former chair of the Ecumenical Housing Production Corporation (now Beyond Housing, Inc.) and former board president of LSEM. He is also a former editor of the ABA's Journal of Affordable Housing and Community Development Law. Salsich was chair of former Mayor Freeman Bosley's Housing Task Force and a member of the Mitchell-Danforth Task Force on the Low Income Housing Tax Credit. He served as co-chair of the FOCUS St. Louis Affordable Workforce Housing Task Force. He currently teaches Property Law, State and Local Government Law and Housing and Community Development, and has taught Contracts, Land Use Control, Legal Profession and Real Estate Transactions, as well as interdisciplinary courses, Urban/Housing Issues Symposium and Social Responsibility and the Professional, and a Comparative Land Use and Development Law course in the Law School's Madrid program. He is a prolific sriter and scholar and also has a joint appointment in the Department of Public Policy Studies in the College of Public Service.

    Judith Welch Wegner


    Judith Welch Wegner is the Burton Craig Professor of Law at the University of North Carolina School of Law, where she joined the faculty in 1981 and also served as Dean from 1989 to 1999. She recently served as Senior Scholar at the Carnegie Foundation for the Advancement of Teaching and has been principal investigator on the Foundation's major study on legal education, part of its "Program on Preparation for the Professions." She has also served as President of the Association of American law Schools and on the national executive committee of the Order of the Coif. She previously served as law clerk to United States District Judge Warren J. Ferguson, as an attorney-adviser in the Office of Legal Counsel and an appellate attorney in the Lands and Natural Resources Division of the United States Department of Justice, and as special assistant to United States Secretary of Education Shirley M. Hufstedler. She has taught and written in the areas of legal education, land use, property law, state and local government law, and the rights of disabled persons.

    Janice C. Griffith


    Janice C. Griffith is the University Vice President for Academic Affairs and a Professor of Law at Suffolk University law School. Professor Griffith previously taught at Quinnipiac University and served as dean of Georgia State University College of Law for eight years, as well as teaching at Yale Law School as a visiting professor. She also served as New York City's chief of the Fiscal and Securities Division in the Office of the Corporation Counsel from 1976 to 1979. She has served as general counsel and assistant administrator for New York City's Housing and Development Administration, and was an associate with the Wall Street law firm of Hawkins, Delafield & Wood. She served twice as the Chair of the Association of American Law Schhols Section on State and Local Government Law, and has also chaired the AALS Workshop for New Law Teachers. She chaired the American Bar Association Section of State and Local Government Law in 1996-97. Professor Griffith's legal expertise is focused on state and local government law, regionalism, and metropolitan growth issues. She has published articles on federalism, public finance, land use, home rule, regional governance, and other issues in local government law.
