    Ferris,D. Charles


    Charles D. Ferris is a member in the Washington office of Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C., concentrating primarily on communications and federal relations law. He is the co-author of the three-volume treatise, Cable Television Law: A Video Communications Practice Guide, from Matthew Bender.

    Mr. Ferris was Chairman of the Federal Communications Commission from October 1977 until April 1981.

    Before serving on the FCC, Mr. Ferris was initially a trial lawyer at the Department of Justice, and from 1963 to 1977 he was Chief Counsel to the U.S. Senate Majority and Chief Counsel to Senate Majority leader Mike Mansfield. He was General Counsel to House of Representatives Speaker Thomas P. (Tip) O'Neill, Jr., during 1977.

    Mr. Ferris is admitted to practice in the District of Columbia and Massachusetts and is a member of the District of Columbia Bar Association. He received his A.B. from Boston College in 1954 and his J.D. from Boston College Law School in 1961, where he as a member of the Boston College Law Review. He recieved and honorary doctorate from Boston College in 1978.

    Lloyd,W. Frank


    Frank W. Lloyd is a member in the Washington office of Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C., where he practices in the Communications Law Section.

    He began his legal career with the U.S. Office of Economic Opportunity, Office of General Counsel (1968-69); practiced communications, securities and tax law with the Washington, D.C. firm of Wilmer, Cutler & Pickering (1969-71); and served as General Counsel of the National Public Affairs Center for Television (1971-73) and as Executive Director of the Citizens Communications Center (1973-77).

    He is Chairman of the Practicing Law Institute's annual program on Cable Television Law and an editor of Cable TV Law & Finance, writing a monthly column on cable litigation. He is also the author of several law review articles on cable, copyright, and other aspects of communications law.

    Mr. Lloyd is admitted to practice in the District of Columbia and Massachusetts and is a member of the American and District of Columbia Bar Associations. He received his B.A. from Williams College in 1963, his M.A. from the University of Michigan in 1964, and his LL.B. from Harvard Law School in 1967. He was an editor of the Harvard Law Review and served as law clerk to Judge Charles Merrill of the U.S. Court of Appeals for the Ninth Circuit (1967-68).
