    This book brings to life the world of attorneys who practice before an administrative agency, as they work within this procedural setting. The text begins with the legislature¿s decision whether to turn over the process of updating the laws concerning employer-employee relationships to an administrative agency in light of extensive changes in the composition of the workforce. It then follows a second agency¿s response to the increasing prevalence of part-time and temporary workers and their eligibility for unemployment benefits, and the actions of employees, unions, employers, and their respective attorneys in attempting to influence the agency¿s policymaking.

    Along this journey, students must engage in planning and problem-solving, as well as resolve a series of ethical dilemmas, as they prepare for a range of hands-on performances. Throughout, they will work with a realistic casefile that includes drafts of legislation and agency rules, substantive provisions of the agency¿s statute, notices of rulemaking, administrative hearing decisions and court documents.
