    Kate R. Kaminski


    Kate R. Kaminski is an attorney specializing in the field of education law. As the Director of Legal and Policy Services for the Virginia School Boards Association, Kate advised school boards on matters of education law and policy. Kate¿s work in education law and policy continued as the Assistant Director for the Commonwealth Educational Policy Institute where she worked to develop state and local education policy. Kate also served as a consultant to the Virginia Center for School Safety training school resource officers and administrators. Kate co-authored The School Law Handbook and wrote an article for Educational Leadership on school searches. Currently, Kate is a consultant in education law and policy for several organizations. Kate received her B.A. from the University of Virginia in 1991 and her J.D., cum laude, from the University of Richmond School of Law in 1994.

    John F. Cafferky


    John F. Cafferky is an attorney with the firm of Blankingship and Keith in Fairfax, Virginia. His Practice for the last seventeen years has focused on education law, including advising local school boards, and private schools, and representing them in administrative proceedings, and state and federal trial and appellate courts. Representation has included the substantive areas of tort, Section 1983 or other claims against school boards or staff; student discipline; special education and disability law, employment matters; Freedom of Information Act; First Amendment and other Constitutional issues; and condemnation or other land use issues. John is also on the Board of Directors for the Virginia Council of School Attorneys. John received his B.A. from the College of William and Mary in 1982 and his J.D., cum laude, from Harvard Law School in 1986.

    Elizabeth E. Ewing


    Elizabeth E. Ewing is an attorney practicing in the area of education law. Elizabeth is currently the Director of Legal and Policy Services at the Virginia School Boards Association. She provides legal information to school board members and staffs regarding all phases of school operations. Previously, Elizabeth worked for the National Legal Research Group, most recently as a Senior Attorney, providing legal research and writing for other attorneys nationwide in the fields of personal injury, medical malpractice, workers¿ compensation, insurance, and family law. Elizabeth is a member of the Virginia Council of School Attorneys. Elizabeth previously wrote Annot., 34 A.L.R. 5th 77 ¿Injury or Death of Water Skier¿ (1995). Elizabeth received her B.A., cum laude, from Duke University and her J.D. from the Marshall-Wythe School of Law at the College of William & Mary.

    D. Patrick Lacy


    Pat Lacy is a partner in the Richmond Office of Reed Smith LLP. Mr. Lacy spent several years in the public sector serving as Assistant Attorney General, Deputy and then Chief Deputy Attorney General of the Commonwealth of Virginia. While in the Attorney General¿s Office, he was responsible for representing the public two and four-year colleges and universities, the Department of Education and the State Department of Personnel and Training, and for advising various state agencies on employment-related matters. Mr. Lacy also was an Adjunct Assistant Professor of Law at the University of Richmond Law School. He has represented the Virginia School Boards Association and local school boards in Virginia for the last twenty-three years. Pat received his J.D. from the University of Richmond School of Law in 1969.
