"[W]e conclude that the Board erred as a matter of law in its analysis and application of the “firm resettlement” rule.  As to Arrey’s claim for relief under CAT, we conclude that substantial evidence does not support the Board’s determination that Arrey could safely relocate in another area of Cameroon.  We grant the petition in part and remand for reconsideration of Arrey’s claims consistent with our opinion."
