The Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market has introduced new rules for Funds and Fund Managers, following industry consultation and feedback on Consultation Paper No. 12/2025.
The amendments formalise a streamlined regulatory framework for smaller Funds and for Funds targeting exclusively institutional investors. Certain asset managers serving institutional Funds may also benefit from simplified requirements.
The new rules facilitate employee investment in private Funds managed by their employers and revise the framework applicable to Foreign Fund Managers. Existing Authorised Persons may apply to change their status to Sub‑Threshold Fund Manager or Institutional Fund Manager using the prescribed forms.
A transition period runs until 31 March 2027 for Venture Capital Fund Managers (VCFMs) and Foreign Fund Managers (FFMs), with FSRA to contact affected firms regarding transition arrangements.
