Al Khaleej, 8 September 2026: Abu Dhabi Real Estate Centre has unveiled a unified operational framework for registering mortgages on off‑plan units, allowing buyers to formally record mortgages in the preliminary property register before handover.
The Centre explained that the legal basis for registering mortgages on off‑plan properties already existed, but the new framework provides a structured operational infrastructure to support the service as the market develops. Financing decisions, eligibility, and commercial terms remain the exclusive responsibility of the lending institution.
The framework does not introduce a new mortgage product or alter approval standards. Instead, it enables licensed developers and accredited financial institutions to follow a coordinated process where mortgage documentation is included within the registration of the sale and purchase agreement.
This allows buyers with lender approval to arrange their mortgage formally before delivery, giving clarity to all parties during construction. Developers and financial institutions benefit from a streamlined process for documenting and registering mortgages, enhancing transparency and trust in off‑plan transactions by ensuring lenders’ rights are officially recorded.
The Centre began registering off‑plan mortgages in March 2026, after briefing developers and financial institutions on requirements. The first direct registration was completed shortly thereafter. The new framework reflects the evolution of off‑plan financing options across Abu Dhabi, aiming to strengthen market infrastructure and support organised, efficient property transactions.
