Bahrain Tribune, 29 September 2026: The Chairman of Bahrain’s Civil Service Bureau (CSB) has issued Bahrain Decision No. 4/2026, establishing standardised procedures for conducting disciplinary investigations into non-senior government employees.
Under the instructions, government entities must establish an investigation committee through a decision issued by the competent authority and verify the job levels of the committee chairperson and members before forming the committee. The entity must also notify the employee of the decision to investigate and take the necessary action based on the committee’s recommendations in accordance with the Civil Service Law and its Executive Regulations.
Where a committee recommends a salary deduction exceeding one month up to dismissal from service, the employee must be referred to a disciplinary board through a decision issued by the Chairman of the Civil Service Bureau. The referral decision must specify the actions attributed to the employee.
The instructions set out obligations for employees, including cooperating with the investigation committee, attending when summoned, responding to questions and signing the investigation record. Where an employee cannot read or write, their right thumbprint is used instead of a signature after their statements have been read to them.
Disciplinary penalties must also be recorded in the Human Resources Management Information System (Horison) after approval by the competent authority. The Civil Service Bureau will provide technical and legal advice to government officials and relevant staff on applying the instructions and accompanying guide.
